ECHL protected lists are meaningless.  Just basically everybody who finished on the ending rosters.  Even the ones who are injured and on team suspensions.  Basically just a list of players who will most likely be in training camp.  Norfolk's has almost 30 players and has Mitch Vandergunst and Balaz Goz who was on team suspension by the end of the season.  Even has our former coach Sam Ftorek on the list.

Nope you can put as many on it as you want as long as they played with you last.  Even players put on team suspensions.

Here, I just found this article about it from the sin bin.  They can explain it better then me.  But to make it short only players who can't be protected is players on AHL and NHL contracts.
